Buy Permissions

Suggested name: BuyPermissions

What I want: If someone does /buyperm, a GUI will open showing all the permissions they can buy.
The thing is, I want people hover over the GUI item and it says a name such as 'PvP' instead of the permission. Also, I'd like it so I can configure what the GUI item is for each permission.

Ideas for commands:
- /buyperm : opens the gui
- /addperm (name) (permission): Adds a permission to the shop (EX: /addperm PvP essentials.kits.pvp)
- /removeperm (name)

Ideas for permissions:
- buyperm.admin : allowes /addperm and /removeperm
*the command /buyperm should not have a permission. Also, buying ANY permission does not require a permission.

Extra: We have vault, so feel free to connect it to that. Also, essentials money is used as our money plugin.
