building/destroying problem

    Hello all,

    i have this weird problem that i cannot seem to fix.

    On some parts of my MC world i cannot build or destroy anything above 98 block even if you are OP
    i do not have any anti-build plugin installed.The only plugins i thought could be the problem were world edit /world guard but i checked, And i cant find anything wrong with them.So if anybody has some suggestions as to how i can fix this please tell me.
