Plugin Help Block Limiter plugin with permissions

I need a block limiter plugin made that will limit a certain item number and can controlled with permissions.

For example: I want to limit the number if Wood Planks someone can place down, but for different ranked players.

the permission would look like: blocklimiter.<Item ID>.(# of placements)

so this the end result

blocklimiter.place.5.500


Also need custom messages to display to the player.

PlayerX you have placed <ITEM Name> 14/500
PlayerX you have broke <ITEM Name> 13/500
PlayerX you have reached your lmit of <ITEM Name> 500/500

Can someone please get back to me as I am very serious about this and need is ASAP.



BTW I use server version MCPC-PLUS 1.4.7 that's implementing Craftbukkit 1.7.9
