Block certain anvil use

What I want: A plugin that prohibits the use of anvils when the items involved include a specific lore. I know it's possible, because a simmilar feature exists in mcmmo, but i would like it as a seperate plugin and to only get triggerd when you use one.

There would be a custom string in the lore of any of the items you would be using. If both items were tools, (one of them isnt an enchanted book), and any of the items contained this specific string, then the crafting would be canceld.

Ideas for commands: No commands needed for this plugin.

Ideas for permissions: No permissions woud be needed, this would apply to all players
