block breaking time plugin

Suggested name: BlockBreakTime

What I want: I would like a plugin where i can go into the config to edit the time it takes to break blocks depending on the pickaxe type please take enchants into consideration however it is not vital. Also i would like the time it takes to be in seconds and allow the max to be 1000 and i would like this to only be for ores not all the blocks xD.

Ideas for commands: No commands needed for this plugin.

Ideas for config setup:
COAL_ORE:
- WOODEN_PICKAXE: 6
- STONE_PICKAXE:3
- IRON_PICKAXE:2
- GOLDEN_PICKAXE:2
- DIAMOND_PICKAXE:1
Lapis_lazuli:

and so on xD note- does not have to be pre-setup
