Basic Kick,Ban,IP-Ban,unban permissions?

Hello i would like to add pardon-ip,ban-ip,kick,ban permissions to specific group (moderator)
Does someone know how should i type those permission ?

Well is it a bukkit server and if so, what plugins are you using ?

 

No i mean those commands are basic bukkit commands and they gotta have some permissions i'd just like to add them for a moderator group,no plugin if that's possible ?
