AreaCommand plugin

I need a plugin where you can create a region like worldedit. Save the region with a command so that the players who enter the region will automatic execute the command from the region

example.
/areacommand create <name> <the command or the message the player will set to do>

i already have startet on this plugin but i'm new to this and i'm begining to get to many errors in my code so now i need help with my code or if someone think they can easily make that plugin i will be happy to hear from you

i have read a lot for worldguard and its said that i need
WorldGuard Region Commands
but before it will work i need
WorldGuard Custom Flags 1.7
WorldGuard Region Events 1.2

but it will not work because thise plugins are outdated??
