Filled Anti-Grief Plugin

Suggested name: Anti-Grief Chest / Land

What I want: I'd like a plugin that allows a player to use a tool that is customised in the config to right click two corners to claim land. I would also love for it to protect chests as other anti griefing plugin I have checked out don't do this. I would also love for this plugin to show a temporary boarder around the claim when it is made out of glowstone. I would also love this plugin to be able to increase the amount of land they are able to claim the more they play. Such as every 1 hour they play they get an extra 500 claim blocks. Plus players start with around 150 claim blocks.

Ideas for commands:
/ag addmember {name}
/ag ban {name}
/ag reload
/ag abandon ~ When they do this command, the claim they stand in (that is theirs) they abandon.
/ag abandonall
