Allows certain groups to fly?

Sorry if this is the wrong section, but the "requests" section isn't there anymore or I can't find it. Anyways, I need a plugin that allows certain groups to use client-side flying mods, but disallows groups below. I haven't found one that does this, so if there is, can someone tell me what it is; if there isn't, is anyone working on one?
