@Firecard No one is responding because you did not actually give us a description of what you wanted. I believe the sticky even says that you need to include a detailed explanation of what you want. Please edit the main thread so it describes everything that should be included in the plugin; what features you want, coding conventions you want, if you need it to be compatible with another plugin, or any other information that is needed so we fully understand what you want.
https://dev.bukkit.org/projects/punishment-gui It's almost a replica of Mineplex's Punishment GUI system which is what I think you're looking for. It's old and I'm not sure if the authors are still updating it but should work considering it doesn't use any NMS imports.
