Would it be in any way possible for me to offer services to create permissions for a set price and/or just donations? If so where do you suggest I post?

Actually, donations is allowed right?
As in "Hey! I do permissions! Liked what I did there? [donate button]"

 

You can ask for donations, but it should not stop you from performing the work. If it does, its not a donation, its a paid service under the guise of donations.

Dammit, I really hate people who say "Will do permissions for you"
You are not helping in expanding knowledge about doing permissions. And when they have and issue like the following:

• How do I open my permissions file?
• How do I give my players permissions to a command?
• How do I so permissions?
• and so on.

When they have issues and dont do common problem solving themselves, they will become lazy and ask this pathetic question I get PM'ed all the time.

Can you do my permissions for me?

I often answer with this copy and paste.

You need to learn how to do this yourself, we are here to assist however I highly doubht that any one will do this for you. Many permissions.yml holders are strictly personalized, and is also a breach in the server's security. Here is lots of links to thread's for the ultimate guide to permissions, Permissions for beginers and some permissions FAQ. to get you started.
Furthermore I highly recommend that you research you're plugins and look for the necessary documentation for the permissions for the plugin. We are here to help, but hot to serve everything on a silver platter

I am glad to help them when they have issues and they learn from their mistakes, but how can they learn from their (own) mistakes, when some one else does it for them.

Will any one teach you about making a huge plugin (Java) with our own custom permissions and commands and holding your hand all the way?

Many of these threads like these on the help section, pretty much dies and falls in the deep clutter of the help section.
They have many YT tutorials, Wiki toutorials, and bukkit tutorials that help too.

However I do wish you good luck if you are doing this. with this too

What is so hard about permissions?

I learned how to write a permissions file in like 2 minutes, its not hard at all.
