Above-Inventory Title?

I've been looking into this for a while and I have not found a solid answer... at least, one which works... So I came here. It must've been around 2 years since I've posted in this forum but nonetheless, what I want to find out is how I'd go about making one of these titles:

I believe it has something to do with packets but I'm not too sure... anybody able to enlighten me on this topic?

 

@rf2minecraft That is the action bar I believe. It is a 1.8 feature. Here is an api you could use or look at the source of http://www.spigotmc.org/resources/actionbarapi.1315/

@rf2minecraft If you don't want to depend on a plugin you could use EnviousAPI's Titles class which supports action bars. Link in signature.
