Honestly this description seems to be quite similar to a plugin known as Townships which can be found at https://dev.bukkit.org/projects/project-34212 The townships plugin however has requirements for particular structures and does need quite a lot of configuring before it can be used.
Though the econony setup is similar in a few ways, that plugin is extremely far off from what this would look like. Still, thank you very much for pointing that out. It could be of use in the future.
