Gamemode 1 without ability to spawn items.

Hey guys, I was wondering if it is possible to make a plugin that allows you to have only the flying aspect of game mode 1. I have tried some flight plugins, but struggled with all of them.

He means that you can't spawn items in creative mode, but you can fly.

Also, besides using this to allow his players to fly, he might also want it so staff can assist players without being targeted by mobs. It would be a shame to have a moderator creating a region for a player while creeper comes out of the woods and blows them up.
This request would use the built-in vanilla fly and no-targeting capabilities of minecraft, without giving them unlimited spawning abilities.
