PermissionsEx won't allow PvP anywhere

I installed Bukkit a few days ago, then I installed the CoD plugin by emericask8ur (<font color="#000000">http://tinyurl.com/CoDplugin) </font>and everything was still a-okay. Then I installed PermissionsEx and set it up via the bukkit console. No-one on my server is the vanilla 'op' anymore, no need for it. Then nobody could do PvP and it's really bugging me because we have built a giant PvP arena spanning a whopping 5000x5000 block area.

I'm assuming you have no use for ModifyWorld, so just remove ModifyWorld.jar from your plugins folder.

 

Okay, should I run Bukkit again?

I haven't got a clue, it just came with PermissionsEx

 

It's basically a permissions-based, more fine-grained WorldGuard.
