Health wont regen, Even at full food?

So my players are complaining that there health isn't regenerating even though they are at full food level.

I am running the latest reccomended build and here are my plugins:
iConomy, Essentials, obuShutTheHellUp, Vanilla, MobDisguise, ShiftMode, HelpMessage, Lockette, CFBanner, WorldEdit, PermissionsEx, BukkitCompat, WorldGuard, Spout, IWarnYou, ChestShop, EssentialsProtect, LazyRoad, EssentialsSpawn, dynmap, VirtualChest, mChatSuite, WordRank, LogBlock, Citizens

I think it may be one of these that is making it do this. Does anyone have any ideas?
