I cant make snow golems and villagers wont spawn

    Have you tried on a new map?
    Try butchering (with essentials/commandbook) and see if they respawn.

    P.S this isn't the correct place to post it. Next time try Bukkit Help.

    I would make sure that they are able to spawn in the essentials configuration and worldguard configuration and any other plugin you may have that will limit mob spawning.
