I was running build #1467 recently, and after disabling my whitelisting plugin ('cuz it was bugging out) I typed whitelist in the console and it gave me these options:
    Code:
    Correct command usage:
    /whitelist (add|remove) <player>
    /whitelist (on|off|list|reload)

Is whitelisting in Craftbukkit now by default?

For what I know whitelisting has been in Craftbukkit for some time but only OPs can use it therefore I use a whitelist plugins so my mods can whitelist people to.

Notch added a whitelist into Minecraft a while back, the bukkit team made it a bit better and it now kindly gives you a message on how it should be used :). Yes, it is in there by default.
