Permissions: I have no idea what I'm Doing

I have no idea how to set up my permissions file. I am using permissionsbukkit. Here is my file.

If anyone can tell me what I'm doing wrong or if I am just noob failing. (If someone can set up those files that would help but that's a little much to ask for.) No one on my server can build unless they are an op also.

 

Perhaps they are in the spawn area of your server? Notch hardcoded spawn protection into Minecraft. You need to move at least 20 blocks from spawn to be able to build.

 

Your admins permissions are all messed up

YAML formatting, you need to remove the " - " also * wildcard does not work most of the time on permissionsBukkit. When you have done your permissions file, paste it in here, see if an error comes up, if one does fix it, of not, its all good to go.
