Can't build or destroy

Hello, I cannot get my permissions to work properly. I have tried PermissionsBukkit and Permissions 3.

My OS is Windows 7 Home Premium x64.​

I am using Craftbukkit version git-Bukkit-0.0.0-1112-g54a13b2-b1240jnks​

It will not let anybody build or destroy blocks even when promoted to a higher rank.​

I have tried editing the nodes in the file but comes out with the same thing or will just not work at all.​

Vanilla server: No problem at all.​

Update Version. Still didn't work​

No plugins. Works fine​

I have tried changing it to build true from in game and from the console and the yml file but still does not work.​

EDIT: Sorry about the spoilers, for some reason it has done more than one. The bottom one has the plugins.​

you probably already know this but just in case, when you edit the permissions.yml (or any yml) you can't use the tab button (\t) you have to just use spaces. sorry if you already knew this.
