Good Permissions Plug-in?

Hi all,
I have a question . Know anyone a good permissions plug-in?
I tried Essentials 2.... and Permissions Ex.
When I want to use Bucket Lava or Water ,I can´t do this.
Only Operators can use Bucket lava or water.
And with Permissions Ex has denied to open Chests and use Levlers and Buttons as Member.
But a Operator can do it.
Can you help me or can you say me an good Permissions Plug-in to get a failure free Server?
Sorry for the bad English but I´m come from Germany And want use Google Translator because it´s not so good
I use Bukkit 1000.

I would highly recommend CommandBook and PermissionsEx.

The reason PermissionsEx has denied those permissions is because you have not read up on modify world: https://github.com/t3hk0d3/PermissionsEx/wiki/Modifyworld

 

Essentials GroupManager - when you can still find it! PermissionsEx is still in its infancy, unfortunatly. CommandBook is slick.

 

You realise you can configure who can do what. Just allow member to place lava there is probably some node they require in essentials.
