Bukkit Server /Plugin questions

hey guys ive recently started hosting a small server for me and my friends and weve wanted to make it bigger but we wanted to approacha community of people who knew what they were doing with questions before giving that many people control over my IP

1.) How can we do that admin vip quest and builder thing most servers have?
2.) how can we set spawn points?
3.) i've been useing a hamachi bukkit server does hamachi protect me from people wholl want to use my IP wrongly? if not is there any safer way
4.) is there anyway to set pvp in a certain spot and set like a 45 block by 45 block radius around the spawn point so the main help buildings wont be able to be griefed but still allowed to be acessed
