Problem/Bug Issues after moving server files to different PC

Hey everyone,
I recently moved all my personal server files from my desktop to a spare laptop, but I'm suddenly experiencing two issues. I'm running 64-bit on both and Minecraft version 1.12

The first issue is regarding connectivity to the server, which has proven unstable. The server is visible for people but they have to try (including myself) to connect several times in a row, before successfully connecting to it.

The second is signs cannot be coloured after moving the server. This worked fine on my desktop and does not affect previously created signs. Previously you could type "&l" and make text bold, now nothing happens.

Hope someone can help me with at least one of these problems. Thanks for your attention!

They are both connected to 100mbit Ethernet connection.
It has 8 GB RAM and i7-7500u, so it should be decent enough.
I simply transferred all the files within my server folder to the laptop from my desktop. Nothing fancy here.

 

Here you go, hope this is what you meant. Keep in mind, that a plugin named "PlotMe" is creating errors, even after I have tried to remove it. But this didn't affect anything on my desktop, so possibly not the direct source of my problems.

 

@timtower Completely missed that was still there. Got rid of it now, which fixed the sign issue. Thanks!

However, the connection issues persist. My friends and I are still having to spam to join properly. Otherwise it just says connection failed...
