Plugin Name : Custom Enchants

What I Want : I want it so I can easily upgrade this plugin to a higher version when needed and also add my own custom enchants with the least amount of coding (or a basic guide on how to add them in an IDE)

Ingame I want player to be able to enchant items and book and have a chance of gaining these enchants. (Percentage chance editable through config)

Permissions : CustomEnch.EnhantTable (Able to enchant armour/weapons/books using enchant table)
CustomEnch.Admin (Able to do a command like/ce hand [enchant name] [level of enchant]

When Do You Want This : As soon as possible.
