Custom Plugin Request

Hey i would like a plugin that lists the staff on my server and things can be fully customizable i know there is other plugins but i would like a custom one for my server also the heading befor it lists staff should be -----------[Custom Name Here]------------

What I want:
I'd like to see perhaps a plugin that shows people a list of all the staff online on the server and then a list of all the staff on the server also to be able to show their prefix to show up thanks

Ideas for commands:
/staff - lists all online staff and all staff on a server
/apply - Lets a player know what positions are avalible and how to apply
/addstaff [username] position - only avalible for people with the admin permission
/removestaff [username] reason- removes a staff member only avalible to admin permission
/staff alert [reason] - Alerts staff about any issues



Ideas for permissions:
player.canread
admin.
