What unicode symbols are these?

    The first one appears to be U+00BB or alt-0187 - ». The matching character would be U+00AB or alt-0171 - «. The second set looks like it is just normal characters with colors and strike-thru.

    For the second one, wouldn't the strike also be coloured?

    I've never messed with my MOTD before but I just gave it a try and found this to work the same as what you see above:
