   Is there a way I can make it so my users can only set one warp using essentials?

   No this isn't offered by essentials. You would have to make some kind of plugin that sores which users have set warps in a list.
   I would just suggest giving people more /sethomes or you just set warps for each person if the server doesn't have too many people.
