PermissionsEx Inheritance Problem

Hello,
I rarely ever post for help, since I can usually solve the issues myself, however this one has been bothering me for over a year.
I use PermissionsEx (As do a lot of others here), and it seems that when I setup group permission inheritance, it doesn't work. It would simply deny the user to run the command.

I was wondering if this was a bug or if I was doing something wrong, I tried via config editing and through the in-game commands.

make sure to update PEX

 

I believe that PEX searches permissions from top down, so if you list a denied permission that could be accepted to its checks before the allowed one, it will stop its search once its found a suitable permission.
