Enabling Multi-world; suggestions? [Difficulties w/ Multiverse]

Sorry if this has been answered before, but I've been having some trouble finding plugins recently which support the creation of multiple worlds. I used multiverse before, but I haven't been having much luck getting it and Permissions 2.5, the phoenix update, to work. Frankly, I don't have permissions installed, and would like to avoid it if possible.

Could someone point me in the right direction? Thanks!

 

Why don't you want to install permissions? It's actually quite a nice addon, and simple to use. Just be sure to edit the defaults in the yml file, and yml can't have tabs in it, only spaces. Tabs break yaml.

 

I ran permissions before, but... I run a small server, where everyone has access to whatever I install, and permissions just adds an unnecessary layer of complexity for me.
