   I want to put a sign or some type of command that will take money away from the user and then upgrade their rank to a set rank. Is there a plugin that will allow this to happen?
   
   
   Also how can you disable PvP in an area with World Guard?

   Not sure about the rank, but as for the worldguard just do:
   /f flag regionname pvp deny
   ^Should work fine after.
