onCommand and onPlayerCommandPreprocess (noob question)

    what the difference between onCommand and onPlayerCommandPreprocess?
    im trying cancel commands of other plugin while my plugin working, but cant do that correct(every time somewhere some command executing dont looking at onPlayerCommandPreprocess event.setcancelled(true))

    im tired fighting with it ) please say how do it right?
