When a player joins a specified world, they are given a kit (also specified in config). When they leave the world, their kit is taken away. And when they rejoin the world, they are given a new kit. This is not specific enough, you have to answer questions like do they keep the rest of the inventory, how to prevent item duping or stealing from players etc...
Building/breaking will be disabled- So the rest of the inventory shouldn't be a problem. Maybe disable throwing items in that world too?
In that case you can use MultiInv and BattleKits, it has Multiworld support. (I think there is an anti item dropping flag in worldguard, not sure though)
