Same way as creating a 1.4.5 plugin? Add craftbukkit as a library?

a good selection of videos I have audited have been technically incorrect in one way or another.

The exact same way. The only thing you have to change is the library!

but still who wants to read tutorials?
a lot of video tut's are actually making a plugin in the process so you can see the outcome and examples.

More often than not, videos are outdated/wrong. Text tutorials (such as http://wiki.bukkit.org/Plugin_Tutorial) are *usually* more accurate and up to date.

I consider learning from Plugin Tutorial - Bukkit Wiki
like @laccidentally said it's usually more accurate and up to date
because videos do eventually get outdated and you won't learn the new features and you
will not grasp all the concepts bukkit has added and or overall not able to make a plugin
    if it's that outdated xD

That being said, the FIRST thing you should do is learn java, if you haven't already. Otherwise the tutorial will make no sense.
