   Hi i hope someone can help i will turn off monsters on my server but i want also no health regeneration but i dont know how
   pls someone help me

   Unfortunately this is not possible without the help of plugins.
   
   By default if you have monsters off than health regen will be on.
   
   And if you have monsteres on than health regen will be off.
   
   Your best bet is to use this plugin: http://forums.bukkit.org/threads/mech-mobcontrol-v1-8-02-control-those-mobs-531.4828/
   
   Which can limit what mobs can do to you and what mobs can spawn in your server.
   
   So turn mobs on in your world and use this plugin to disable them.
   
   Than your health regen will be off and you won't have any mobs to worry about.
