I am making plans on making my current public server a so-called grey listed server. This means (I'm assuming) that a guest can log on the server, but is required to apply on the website (or similar) in order to get white listed and play on the server as a regular member.

I was looking to get some suggestions/recommendations or feedback by a server owner who has experience with this, or anyone who has some knowledge about this. More specifically, I'm interested in which plugins can easily be used for this or which ones are recommended.

My goal for grey listing is to have more mature players on my server, and I'm most likely also implementing a 16+ age requirement.

I have a grey-listed server. I created my own plugin, Apply, and use it on there. It's epic :D
I'm not sure if there are many plugins for grey-list servers.

The most prominent large server using a "greylist" is the VoxelBox, but their implementation is slightly different: players have to be greylisted before they can log on at all, and are only promoted to member (whitelisted) after they go through additional on-server procedures. Their VoxelGuest plugin is the best for this type of greylist.

I'm also investigating a greylist process like the one you've described above, but as Lolmewn says, there aren't many plugins designed to support that sort of greylist. The best way to go about it with what's out there is probably just to let anyone onto the server as a "guest" rank with limited permissions and manually rank up those who fulfill the off-server registration requirements.

AntiGuest for anti build permissions, combined with a simple plugin to move users between a couple groups in your permission manager to adjust nodes when a player signs up to the forums. This is how I used to do it.
