Help Request - Brainstorming - My Idea -> How to do?

Hello,

i started a localhost (bukkit, non-hamachi) last week. Its not that difficult i thought.

Atm there are the following Plugins runnig:

Pex (and its included things), Commandbook, Safecreeper, Simplefly (for Op) Chestlocker (the one where u need to hit a chest with a stick to lock) a Chest-Item-Absorber for Mob-Traps and Multiverse with MV Portals.

First world is a Normal Survival Map
I have a 2nd World added with Multiverse, reacheable with a mv Portal, also normal, survival (Woods for getting Wood, Saplings and so on

I think about to add 2 new Worlds, reachable with Portals. 1 of them may be a creative (flat) map for high-end buildings, modelling and so on
There is the first problem: How to make sure, the Players cant take out Creative Items to Main World? I think about a mix of Multiverse and something like the "Taxfree" plugin. But i rad there its only possible with world edit. setting areas and so on. No word of a different world. But it needed to work ONLY in this crative World (Of course with saving Inventory at the Portal from Main World to Creative World, to get your inventory back when leaving crative map)

2nd additional world maybe can be a Portal-Gun Parcours Map. I love Portal 2 and know about the Portal Gun Plugin. Here also the plugins should only work on this map.

I am a little afraid to set up all the permissions. I needed to reset them completely when i added my Wood map.

I dont know exactly how to give permissions only for one world. This is difficult.

What do you think how to do that? Good ideas? Tipps for making?

How do i add a 2nd world? I REALLY want to. Please tell me because it sounds like you know how. PLEASE. And also, do you know how i can make my server public and non-hamachi?
