Instantly make plants die if there is no water within X radius.

Can anyone make wheat, pumpkins plants, and melon plants instantly die if there isn't any water within, let's say, an 8 block radius? ( Configurable would be nice. )

I've searched all over for something like this, and it doesn't exist.
If it does exist, can someone please give me a link to the plugin?

 

I am just starting plugin dev so this is a bit over my head, but I think it is a good idea.
