Music Plugin [without spout plugin/client]

Hey I was wondering if anyone could make a plugin that allows music to be played from server OP's computers to all the server's players who have there sound on , maybe it could work with , spotify , youtube , media player etc.​

Hopefully if it can be done that its as lightweight as possible , so it doesn't use a lot of ram,​

If all of this could be done without any use of spout it would be amazing , let me know!​

I would be very grateful if someone would make it (if possible).​
