Npc Citizens Doing strange? HELP PLZ!

i've got the newest update from craftbukkit (1.3.1). and 1 hour ago i downloaded citizens 1.3.1.
when i created 10 npc's after hard work, i dicited to restart my server. 5 minutes later, when my server was online, i saw that my npc's were gone. At the run.bat it says that i loaded 0 npc's can somebody help me please?

 

Do you have Vault? If you don't, install it. Just drop the jar in your plugins folder.

 

Did you save them before you restarted your server? It will autosave after a while, but its not often. Just do /citizens save after you make one to make sure it stays.
