Annoying Enchanted Effect on Tools

I don't know why but i have a bug on my server that every tool someone makes gets the enchanted effect on it but it does not come with any enchantments it just glows, i think its mcmmo but im not sure and was wondering if anyone knew the fix? (i may have configured something wrong)
