   Since you're clearly not an advanced PEX user, you should be using commands to avoid this sort of formatting issue.

   unless a plugin told you to do it ... delete "permissions.build: true" as it is not used by pex
   
   to guest you are giving the permissions "modifyworld.*" i dont know if this was intentional ... but turn off "modifyworld" if it's not blocking anyone.
   
   default: false ... you dont need to define that ... only "default: true" (that you guests have)
