Plugin which allows players to build, but not break?

Hi, I just got a version of the survival games for my server and read the rules, however I play with a bunch of cheaters, so I am looking for a plugin that lets players build but not break any blocks.

 

Permissions

Allow Build: True
Allow Break: False

Look out for SkyProtect, which is about 90% from being released. It has advanced region protection, as well as allow building only in specific regions(configurable and bypassable).

Keep all the other checks "false". Includes a custom message, and permissions support.
