   where do you control the default flags on regions for your server?
   i swear you could add a region into the regions.yml file, but cant remember the exact code?
   i want to allow minecarts/boats to be placed anywhere, including inside worldguarded regions.

   You should be adding regions using commands. Editing regions by hand is a hassle. There is some documentation on the wiki: http://wiki.sk89q.com/wiki/WorldGuard/Regions
