Filled Command to be executed upon world change

Minecraft version: Spigot 1.10

Suggested name: WorldCommand

What I want: I'd like a plugin that will execute a command in the console when a player changes to another world

Idea for commands: /wc reload - reloads the config

Idea for permissions: wc.reload - allows the use of /wc reload

Idea for config:

world1:
- /example %player% %world%
- /example2

world2:
- /example %world%
- /example2 %player%

Idea for placeholders:
%player% - gets the player's username
%world% - gets the world that the player switched to

When I'd like it by: ASAP
