Yea this stumped me to, you can use those events and they will activate when the vines grow, but if you cancel them, nothing happens.
I'm betting WG had the feature, but Bukkit is bugged and doesn't support the events needed with vines.

Sadly, relatively fast vines kept growing, both vertically and spreading sideways as they normally do on surfaces

Same feeling over here. I've been testing way too many things that should've worked as far as I can tell.
Yea I've tried a few things and still can't get this to work either. I do think this is a bug with Bukkit most likely.
Just set your plugin to send a message to the console when it attempts to block vine growth, place some vines on something off of the ground, go afk, come back, and see if the plugin sent the message. If not, it did not catch the event. If it did, check to see if the vine grew or not. If it didn't grow, you're plugin is working (a miracle occurred)! At least that's how I've been testing it.
I was hoping this would have been more simple that it turned out to me sucks that it's so much trouble to prevent vines which has been in the game for so long
