"you can't afford to settle a new town here"

I'm running craftbukkit build 3074 (1.7.9) with essentials and towny 0.87.0.0 with iconomy 7.

I get this error message when I use the command /t new [town] This message happens despite having more than enough funds.

Other threads have said I need the register.jar file, but none seem to have a link to get this file. Can anyone point me in the right direction?

Nevermind, sorry for posting, I found out that vault can be used instead of register, so, problem solved.
