"you cannot place lava" Error with plugins!

    Hey guys , whenever im not op or owner on my server i cant place lava or watter or ice. I thought this was caused by either essentials or worldgaurd, iknow this as i have disabled both and still it gives me this nasty error!

    my guess is blockcontrol then if worldguard isn't it.

    Checked all plugins configs? Checked if normal users aint missing some perm?
