Solved Worldguard flag help!

I blocked a region using /region flag region(in this case, it's "spawn") construct deny
Then I try adding a member to the region using /region addmember region username
They still aren't able to place blocks unless they are OP'd, but I can't have that since it's a public server!

How do I deny placing blocks, or destroying blocks for guests, and able to add permission so they are allowed to by /region addmember region member
