Worldguard - deny block placement but allow block destruction

I'm trying to create a worldguard region where people can destroy blocks but not place any blocks. I used to use a plugin called regiondrops which added a flag to worldguard to allow or deny placement/destruction of certain blocks. It does not work with 1.3.1 and up. Does anyone know of a similar plugin or another way to achieve the same goal?
