Solved WorldGuard Blacklist Help

Hi I am trying to ban some items from my tekkit server with worldguard but it doesnt seem to work, I have looked at tutorials on youtube and I still cant get it to work .. It would be much appreciated if someone could tell me what I'm doing wrong so I can learn. Thanks

My blacklist.txt is attached
